  Problem Description:
  Issue:
  - As part of SRG 2022, Account tag 97a were updated to include
  new qualifier BCAW, in addition to SAFE qualifier. This impacted
  several network rules to be updated to remove search conditions
  limiting to on 'SAFE' qualifier on tag 97a.
  JVC were missing this updates and not taking into account that
  tag 97a can exist without qualifier SAFE, i.e., using qualifier
  BCAW for Digital Wallet
