Error description

• When selecting file as the location for ODF report output, the
  dataset allocation messages for the file being created are not
  seen at the time of the dynamic allocation, they are delayed
  until the ARSODF task is brought down.

Problem conclusion

• ODF is modified to set S99EMSGV on the dynamic allocation call.
