PH50121: REQUIREMENTS/ERROR HANDLING IN RPT 9.0 TEST CAUSE PROBLEM WITH RPT 10.2.3

Error description

• A customer is using a test with Requirements and Error Handling
  on various pages; this test was (likely) originally created in
  RPT 9.0.  They had been using the test without any problem with
  RPT 10.0.2.   When they moved from RPT 10.0.2 to RPT 10.2.3,
  they can no longer see the Requirements.  Additionally, the
  Error Handling they had specified did not appear in 10.2.3.
  
  When the page with requirements is viewed in RPT 10.2.3, the
  following message appears in the Error Log:
  
    Problems occurred when invoking code from plug-in:
  "com.ibm.rational.test.common.editor.framework".
  
    java.lang.IllegalArgumentException: Mappings from version 0
  are no longer supported
    ...
