Error description

• HP Load terminates with RC=0 if DFSUINPT DD DUMMY is specified
  and PARTINIT=YES,NOPINIT is specified, even if there are
  partition DBDS that were not initialized due to the PARTITION
  INIT NEEDED flag off.

  HP Load terminates with RC=0 if DFSUINPT DD DUMMY is specified
  and PARTINIT=YES,NOPINIT is specified, even if there are

  INIT NEEDED flag off.
  In this case, HP Load should end with RC=4.
  

Problem conclusion

• HP Load has been modified to end with RC=04/RSN=X'2000' if
  DFSUINPT DD DUMMY is specified and PARTINIT=YES,NOPINIT is
  enabled, and if any partition DBDS were not initialized because
  the PARTITION INIT NEEDED flag is OFF.
