  Problem Description:
  ADDHOURS function behavior between 12 PM - 12:59 PM. The
  ADDHOURS is treating 12 PM as 12 AM when using 24hr hour clock
  in CURRENTDATETIME function.

Problem conclusion

• Fix a problem with ADDHOURS. Routine would incorrectly calculate
  12 hour time when time was before 12 noon and the amount of
  hours added would bring the time to after 12 noon. Now ADDHOURS
  correctly adds hours when using a 24 hour time.
