Error description

• In a certain scenario that involves wsadmin and SAF Keyring, the
  error was not thrown in timely manner making it hard to debug.

Problem summary

  * PROBLEM DESCRIPTION: When a SAFkeyring fails to load the     *
  *                      error                                   *
  *                      is not logged.  The SSLContext is       *
  *                      created                                 *
  *                      without a keystore, causing a failure   *
  *                      later.                                  *

  * RECOMMENDATION:                                              *
  ****************************************************************
  A failure to load a SAF keyring error is not reported causing a
  SSLContext to get created without a keystore making the error
  show
  up later.
  

Problem conclusion

• Making sure the exception is re-thrown when there is a failure
  to load a SAF keyring.
  
  The fix for this APAR is targeted for inclusion in fix pack
