Problem conclusion
Updated the launcher code to specify -Dcom.ibm.tools.attach.enable=yes The fix for this APAR is targeted for inclusion in fix pack 22.0.0.10. For more information, see 'Recommended Updates for WebSphere Application Server': https://www.ibm.com/support/pages/node/715553
Temporary fix
The exception can be avoided by adding -Dcom.ibm.tools.attach.enable=yes to the server's jvm.options file.
