PH49192: ERROR STARTING WORKFLOW - SNAPSHOT HAS NOT ACHIEVED STATUS NECESSARY TO BE DEPLOYED TO THIS ENVIRONMENT

APAR status

• Closed as program error.

Error description

• When you upgrade from 7.0.3.2 to 7.1.2.3, deployments with
  environment gates no longer works.
  
  Now the deployment fails(v7.1.2.3) with the below error:
  Error starting workflow" The process could not start: Snapshot
  name_v9.3.4 has not achieved the statuses necessary to be
  deployed to this environment"
  
  Expected Behavior:
  The deployment should be allowed to go through as no versions in
  the snapshot have that status.
  
  Note: On v7.0.3.2 deployment is happening with  Environment Gate
  "NOT" condition, But it's not happening in v7.1.2.3.
  
  
  STEPS TO REPRODUCE:
  1.Create a version status (Settings > Automation > Version
  Statuses)
  2.Create a snapshot and add a version to the snapshot.
  (Application > Snapshots.)
  3.Set up your Environment Gate to have the "not" conditional on
  the version you created in Step 1. (Application > Configuration
  > Environment Gates (make sure to hit Save))
  4.Deploy your snapshot.
