PH48786: ADMIN TOOL ISSUES START SPACES RW TOO EARLY, AFTER DELETING 2 COLUMNS ON 2 TABLES WITH VERSIONING

Error description

• In this scenario, a customer has 2 tables with versioning and
  they want to delete 2 columns on each table. Using Admin Tool,
  the change JCL job has 2 START SPACENAM RW statements before the
   ALTER TABLE statement that adds the History versioning for the
  tables.  This results in the possibility of updates to the base
  table without updating the history table.

  *                      with the history table before the ALTER *
  *                      statement to setup the history table    *
  *                      association and that can allow inserts  *
  *                      before the history association is       *
  *                      restored.                               *

  The user is using ADMIN tool to delete two columns from a
  table that has an associated history table.   When running the
  change,  a START DB ACCESS(RW) is done on the history
  table's table space before the ALTER statement to restore the
  history table association, which can result in invalid inserts
  being added to the table.
