  and 2, even though 999 shows IK5*E instead of IK5*R.

  TAck Output showing REJCT at transaction level when 999 shows E,
   not R when some claims valid in transaction.

Problem conclusion

• Updated functional map f_TAck_Each_TransactionSet in
  compliance_check to produce Errors Noted instead of Reject in
  the TAck file if E and not R in 999 when claim level rejection
  enabled and all claims not rejected.

  Healthcare Pack 10.1, 10.2
