Problem summary

  * PROBLEM DESCRIPTION: The EQU statements in HLASM prior to    *
  *                      the first DSECT section do not generate *
  *                       any #define statements.                *
  ****************************************************************
  * RECOMMENDATION: If possible non-associated EQU statements    *
  *                 should be part of existing DSECT section.    *
  ****************************************************************
  The non-associated EQUs appearing prior the first DSECT section
  were not attached to any sections and thus ignored by DSECT
  utility. The new option EQU(DEFP) was created to request the
  #define statements to be generated. The option required either
  EQU(DEF) or EQU(DEFS) to be valid.
