  ENCRYPTION_KEYLABEL system parameter setting is allowed under
  Function Level (FL) 502 or higher since it requires the new
  format of Db2 internal structures, which are expaneded by
  ACTIVATE FUNCTION LEVEL (502 or higher) command process, to
  store ENCRYPTION_KEYLABEL inforamtion.
  In the reported case, a Data Sharing group moved to FL 503
  by cloning other FL 503 system without fully cloning the
  expanded internal structures and not issuing ACTIVATE FUNCTION
  LEVEL (503) command.
  In the environment, the required new format of internal
  sturcutre for Data Sharing was not available for
  ENCRYPTION_KEYLABEL system parameter. As a result, the reported
  sanity check abend was issued when ENCRYPTION_KEYLABEL system
  parameter setting was attempted.
  

Problem conclusion

• Db2 has been changed to internally expand the required
  strucutre for ENCRYPTION_KEYLABEL system parameter in a Data
  Sharing if ENCRYPTION_KEYLABEL system parameter setting is
  attempted under FL 502 or higher.
