Error description

• Load Balancer advisors have timeout values for connection
  timeouts and receive timeouts. The actual Load Balancer
  timeout may be several seconds longer than the timeout defined.

  The Load Balancer advisors have a connecttimeout value and a
  receivetimeout value. Both default to 21 seconds. The internal
  timeout algorithm waits for a small period of time and checks
  the state of the connection. If the state is still in
  progress, the wait time is doubled and the process repeats.
  The last wait cycle before the timeout may be several seconds
  longer than the timeout value and the timeout does not occur
  until the wait time expires.
  

Problem conclusion

• Modified the code such that the wait time will not exceed the
  timeout value.
  
  Correction affects all Load Balancer advisors which includes
  the Dispatcher, Content Based Routing and Site Selector
  components.
  
  The correction is targetted to be included in fix pack:
  8.5.5.23
  9.0.5.14
