  *                 3.1.0 DataImporter.                          *
  ****************************************************************
  * PROBLEM DESCRIPTION: 1. Data loss or duplication can occur   *
  *                         when the DataImporter runs during    *
  *                         daylight saving time.                *
  *                                                              *
  *                      2. If ingesting IZPCA data into ELK,    *
  *                         users can see offset timestamps.     *
  *                                                              *
  *                      3. When the DataImporter terminates     *
  *                         in error, an incorrect return code   *
  *                         can be shown.                        *
  ****************************************************************
  * RECOMMENDATION: Apply the PTFs provided.                     *
  ****************************************************************
  1. The DataImporter can collect a different number of records
     during a daylight saving period.
  
  2. The Date, Time, or Timestamp value of IZPCA data
     shows UTC time, while the timestamp value in ELK shows
     the local time in their time zone.
  
  3. The DataImporter terminates without returning
     a return code.
  

Problem conclusion

• 1. The DataImporter collects the same number of records
     regardless of the daylight saving period.
  
  2. The timestamp value in ELK matches the Date, Time,
     or Timestamp value in IZPCA data.
  
  3. The DataImporter terminates with the correct return code.
