Error description

• Issue 1: When Db2 Libraries are not specified on Db2 Parameters
  panel CCQPDB2 because the Db2 libraries are used from Linklist,
  some generated jobs result in JCL errors due to DISP=SHR,
  DSN=blank. Issue 2: Remove OCM option due to EOS.

  Issue 1:
  When Db2 load libraries are optionally not specified on the Db2
  Parameters panel CCQPDB2 (because they are managed by
  LINKLIST), some generated TCz jobs result in "JCL ERROR"
  when submitted. The error is caused by the following JCL
  statement that is incorrectly generated in STEPLIB:
  // DD DISP=SHR,DSN=blank
  
  Issue 2:
  The InfoSphere Optim Configuration Manager (OCM) has reached
  End of Service (EOS) and should be removed from TCz.
