  Problem Description:
  Error -12 : Premature End of JSON File on a valid JSON File.

Problem conclusion

• Prevent invalid "Error -12 : Premature End of JSON File", when a
   boundary condition of end of JSON data buffer at same time as
  end of JSON data. Need to check for ending quote before checking
   output element buffer size exceeded. This would tend to occur
  when JSON element data exceeds 1024 bytes.

  9.0.0.5, 10.0.0.0, 10.0.3.0, 10.1.0.1, 10.1.1.1
