PH44698: ERROR "UTILITY PGM NOT PASSED AS AN INPUT PARM" WHEN INSTALLING OPTIM ON Z/OS 2.5

Error description

• Optim users installing on a z/OS 2.5 system may receive an
  internal system error with the message "Utility pgm not passed
  as an input parm" after pressing the ENTER key on the primary
  installation menu:

Problem summary

  * USERS AFFECTED: Optim users attempting to install or upgrade *
  *                  to release 11.7.                            *

  * PROBLEM DESCRIPTION: Following the display of the Optim      *
  *                      installation primary menu panel the     *
  *                      error message "Utility PGM not passed   *
  *                      as an input parm" may be issued in a    *
  *                      z/OS 2.5 environment.                   *
  ****************************************************************
  * RECOMMENDATION: Apply the fix provided                       *
  ****************************************************************
  Due to changes inherent in z/OS 2.5 parameters passed to
  Optim installation load modules are failing internal
  verification and validation.
