  pta_container_storage_size is encountered

Problem summary

  * PROBLEM DESCRIPTION: Prevent a false PG0400 / APGC abend     *
  *                      being issued when an invalid value      *
  *                      is in pta_container_storage_size.       *
  ****************************************************************
  CICS keeps count of container storage size in use by a task
  in PTA control block field pta_container_storage_size.
  
  DFHPGCR checks if a new container request will result in this
  field exceeding 5% of the job's MEMLIMIT. If it does, the task
  abends with DFHPG0400 and a APGC abend.
  
  If decrementing pta_container_storage_size produces a value
  below 0, the PGCR check sees this as a large number and abends
  the task with PG0400 / APGC.
  

Problem conclusion

• DFHPGCH and DFHPGCR have been changed to make field
  pta_container_storage_size 0 if a decrement takes the value
  below 0.
