PH44650: WEB CONVERSE fails to set SET and TOLENGTH

APAR status

Error description

• EXEC CICS WEB CONVERSE and WEB RECEIVE commands complete with
  normal response but on exit SET and TOLENGTH are set to zeros.
  This only occurs when SET, TOLENGTH and NOCLICONVERT are set on
  the CONVERSE/RECEIVE commands.

  WEB CONVERSE and WEB RECEIVE commands complete normally but
  return with SET and TOLENGTH set to zero. This only occurs when
  SET, TOLENGTH and NOCLICONVERT are set on the CONVERSE/RECEIVE
  and additionally the server does not return a Content-Length
  Header to the client.
  The result is CICS follows a path in DFHWBCL that populates the
  buffer but does not populate the SET or TOLENGTH fields.
  

Problem conclusion

• The CICS code has been updated to correctly set the contents of
  SET and TOLENGTH when there is no Content-Length Header
  returned by the server.
