  * PROBLEM DESCRIPTION: Message ARS0384E ARSSOCKD LDAP Error:   *
  *                      The request to make the system SSL      *
  *                      execute in FIPS mode failed. --         *
  *                      ldap_rc=119,  -- extended_rc=0, Bad     *
  *                      parameter specified for an LDAP routine *
  *                      -- ldap_errno=89, extra_rc=53817451,    *
  *                      File=arsldap.c, Line=1706 can occur     *
  *                      when ARS_LDAP_USE_SSL=TRUE is specified *
  *                      in the ars.cfg.                         *
  ****************************************************************
  ARGZOSIC was invoking System SSL to perform base64 decoding
  before LDAP had a chance to put System SSL in FIPS mode.  This
  caused System SSL to establish a non-FIPS environment and
  prevented LDAP from putting System SSL in FIPS mode.
  

Problem conclusion

• ARGZOSIC will stop invoking System SSL to perform base64
  encoding and decoding.
