A Db2 Object Comparison Tool job uses all available storage
(memory) and ends with RC=12 and the following message:

IBM0451S ONCODE=451 The STORAGE condition was raised.
From entry point CHECK_ALLOC at statement xxxx

To reduce the chance of running out of storage, the following
improvements are implemented:
- Allocate the data structure based on the relative size of the
 statement that represents the Db2 object
- Optimize the data structure expansion size
- Optimize the HEAP parameter of the LE option
