  This issue occurs when the DBD being processed by HP Load does
  not have a logical relationship or secondary index, but the DBD
  referenced by the PCB has at least one logical relationship or
  secondary index.
  

Problem conclusion

• HP Load has been modified to require DFSURWF1 DD if the DBD
  being processed by HP Load has a logical relationship or
  a secondary index.
