PH42643: SMF74IOS CHANGE FROM MICROSECONDS TO MILLISECONDS

• Closed as program error.

Error description

• SMF74IOS field is in microseconds but causes issues with
  additional calculations in the MVSPM_DEVICE_H table. SMF74IOS
  should be changed back to milliseconds. This will prevent
  calculations being done with a field in milliseconds and a field
  in microseconds.

Problem conclusion

• The calculation of IOSQ time is changed to report in
