• Using an Environment Template that defines property definitions,
  when an Environment is created based off of this Environment
  Template
  using the CLI or Create Environment step, the new Environment's
  template properties are visible in the UI but are not resolved
  during an application process.
  

Local fix

• Save the Environment from the UI any time after initial creation
