Error description

• This PTF addresses the following internal issues:
  
  1. Add validation for "SHRLEVEL Change" field on panel HAA$URPR
  2. Update error message HAA461E and associated help text
  3. When entering a value in the Database Like/TS Like/Creator
  Like fields and no resulting objects are found an incorrect
  error message is being generated
