Error description

• The "rotatelogs" program in Apache 2.4 / IHS 9.0 has a number of
  useful added flags such as -n, -p, and -L that would be useful
  in IHS 8.5.5

Problem conclusion

• Backported -L (hard link) and -p (post-rotate).
  
  Note: -L is not supported on Windows in 8.5.
  
  The fix for this APAR is targeted for inclusion in IBM HTTP
  Server fix pack 8.5.5.21.
