Error description

• The usage metering service in WebSphere Application Server does
  not report metrics for WebSphere installations with the ILAN
  license.

  The following error occurs when attempting to register a
  WebSphere Application Server instance that uses the ILAN license
  with IBM WebSphere Automation:
  CWWKR0402W: The server cannot be registered. Server registration
  with the IBM Cloud Private Metering service will be attempted
  again within 5 minutes. The following response was received from
  the IBM Cloud Private Metering service: responseCode:400
  responseMessage: errorMessage:(WIORM0004E: WebSphere Automation
  received a bad request.  The validation errors were:
  '[WIOVS0125E: The metrics list is not valid. It must contain at
  least 1 product entry., WIOVS0200E: The Runtime specified is not
  valid. It must be one of Traditional or Liberty.]')
  

Problem conclusion

• The usage metering service in WebSphere Application Server has
  been updated to properly recognize the ILAN license and send the
  correct registration information to IBM WebSphere Automation.
  
  The fix for this APAR is targeted for inclusion in fix pack
