  It happens even if the JOB user has authorization of RECON
  access.
  

Problem conclusion

• DBRC API FUNC=STARTDBRC in FABJMAIN was nested. HPIC requested
  2nd FUNC=STARTDBRC and FUNC=QUERY without stopping 1st DBRC API
  connection. As the result, the process got RACF error. HPIC has
  been modified that HPIC issues DBRC API sequentially. This
  change avoids that HPIC connceta more than 2 sessions of DBRC
  API at a single point in time.
