  This APAR provides the Smart Reorg utility with a function to
  perform unload processing even for DB or HALDB partitions that
  are judged not to need reorganization.
  When the CRUNLOAD=ALWAYS control statement is specified in the
  Smart Reorg utility, unload processing is also performed for
  DBs or HALDB partitions that are determined not to require
  reorganization.
