PH41382: Provide means of setting severity of message HAAB605W when a deadlock/timeout occurs and allow multiple retry attempts

Error description

• This PTF will address the following issues:
  1) Currently, a job build terminates upon first occurrence of
  a SQLCODE -911 (deadlock or timeout) on DSNDB06.SYSTSTSP.  Code
  will be modified to implement multiple retry attempts before
  terminating the job build.
  2) Provide a means by which [warning] message HAAB605W can be
  changed to an error message (HAAB605E).  The following parm will
  be added for a batch build:  PARM(HAAB605=E)
  
  This will override the HAAB605W message - which currently
  results in RC=4 - to an error message that  will result in
  RC=12.
