Error description

• The MSU calculation for several tables uses PDT (PARTITION
  Dispatch Time) instead of EDT(EFFECTIVE dispatch time). This
  results in an inaccurate MSU consumed calculation.

  Calculated MSUs consumed are based on
  logical processor dispatch time, instead of
  logical processor effective dispatch
  time. The difference between PDT & EDT (LPAR Management Time)
  is not taken into account by SCRT reporting.
  

Problem conclusion

• The calculation of the number of consumed MSUs is changed to
  use logical processor effective dispatch time (SMF70EDT),
  instead of logical processor dispatch time (SMF70PDT) to
  align with SCRT reporting.
  
  This impacts the following column NUM_CONSUMED_MSU on the
  following tables and views:
