Error description

• When doing a DELETE CFSTRUCT the underneath IXLFORCE
  REQUEST(STRUCTURE) returns with an IXLRSNCODEBADNOSAFAUTH or
  reason code 00C510A4 can cause the queue manager to terminate
  with a ABEND5C6 00C510AB or
  CSQE_StrFailure_or_LossConn_Encountered.
  
  Client was deleting a CFSTRUCT which did not exist in the CF,
  when this error  occurred.

  The IXLFORCE reason code IXLRSNCODEBADNOSAFAUTH is not
  explicitly handled in CSQEWRKT. This results in the CSQE162E
  message being output followed by the QMGR terminating.
  

Problem conclusion

• The code has been changed to handle the IXLRSNCODEBADNOSAFAUTH
  reason code and output an appropriate error message(CSQE162E).
