PH40932: MQ MONITORS DO NOT START AT STARTUP, NO DFHMQ0391 "START REQUESTED FOR MQMONITOR" OR ERRORS OCCUR.

APAR status

  • Closed as program error.

Error description

  • Periodically on CICS startup, the MQMonitors do not start.
    There are no errors or indications that there was an attempt to
    start them. However, shortly after control is given to CICS
    there is a DFHMQ0371 message;
    
    23.51.53 STC78007  +DFHSI1517 applid Control is being given to
    CICS.

    DFHMQ0371 I 06/19/2021 23:51:57 applid MQMONITORs no longer have
    a restriction on the number of MQGETs that can be issued per
    
    Message DFHMQ0371 should only be issued under certain
    conditions;
    
    
    a)  WLMHEALTH=OPEN and HEALTH is 100%.
    
    or
    
    b) MQMonitors are no longer MXT restricted. In this case CKAM
    has been notified that the region is no longer at MXT, but there
    is no message DFHMQ0370 stating gated due to MXT which should
    have occurred.
    
    
    The problem is that when control returned from loading DFHMQMON,
    CKAM was able to start executing and found that the bit
    indicating that CICS was no longer at MXT had been set, issued
    message DFHMQ0371 and bypassed the code for checking MQMmonitors
    so they did not start.

  • Start mq monitors manually.
    

Problem summary

    During CICS startup, MQMonitors may fail to start when CICS
    exits a MXT condition.
    
    CKAM is bypassing the code to start the MQMonitors because a
    flag incorrectly indicated the MQMonitors startup had already
    completed.
    
    This is externalised by message DFHMQ0371 being issued with
    no preceding DFHMQ0370.

Problem conclusion

  • DFHMQMON has been changed to ensure the MQmonitor start process
    is run when exiting a MXT condition.
