Error description
The compiler may choose to convert PACKED-DECIMAL and USAGE DISPLAY arithmetic to a floating point format called decimal floating point (DFP). This is done at ARCH(10|11) and OPT(1|2) so that the compiled application may perform better. A prior PTF fixed an issue where the optimization that generated DFP instructions would sometimes cause instructions to have an incorrect line number. When fixing that, the fix incorrectly caused the compiler to stop generating some conversions to DFP that were previously generated.

Problem conclusion
The compiler was fixed to generate DFP in the cases where prior PTFs generated DFP while still ensuring that instructions were generated with the correct line number.
