Error description
AdminApplication.AdminApplication.stopApplicationOnCluster will throw the following exception if not all cluster members are RUNNING. Local fix
As a workaround AdminControl command mentioned below can be used to stop the application on active cluster member. AdminControl.invoke('WebSphere:name=ApplicationManager,process= m1,platform=proxy,node=node90,version=9.0.5.7,type=ApplicationM anager,mbeanIdentifier=ApplicationManager,cell=cell90,spec=1.0',

Problem conclusion
