Error description

• When a user tries to schedule a deployment but they do not have
  read permission on the environment template, the environment
  dropdown just shows a UUID and they cannot select a process
  until manually selecting the environment.
  
  Users should be able to deploy to an environment when they can
  view the environment but not the environment template
