PH38026: AFTER PH34852, HANGING SITUATION AT THE VERY BEGINNING OF THE JOB IF VUM032/ACTLGUSR DIFFERENT FROM CURRENT_USER AND SBCS

Error description

• (HPU 5.1 only)
  After the fix for PH34852/PB65345 has been applied, a Db2 HPU
  job hangs at the very beginning of the job.
  This occurs when all the following conditions are fulfilled :
  - the SBCS EBCDIC CCSID of the Db2 subsystem is different from
  37
  - the VUM032/ACTLGUSR parmlib parameter is not set to
  CURRENT_USER and the userid specified is different from the
  userid of the submitter of the job.
  

Local fix

• if applicable, set VUM032/ACTLGUSR to CURRENT_USER. This
  requires the user that submit the unload job has the SELECT
  privilege on the Db2 catalog tables,
