Error description

• For an ONCODE = 9250 error, message ADB6003E currently reads as
  follows:
  
  ADB6003E Program ADBALT detected an ONCODE condition 9250
  in >routine_name<
  
  An ONCODE = 9250 indicates that a fetchable procedure could not
  be found, but that information is not helpful in determining the
  underlying cause.  This APAR adds a comment to ADB6003E to
  indicate that there a possible storage constraint could exist.
