  1. S878 abend may be encountered when processing form-based
     reports/extracts and storage above the line is restricted
     (e.g by IEFUSI exit).
  
  2. Transit Engine HWM processing may be impacted by some Fast
     Path transactions running in BMPs.
  

Problem conclusion

• 1. IMS PA attempts to allocate storage above the line among
     various report components, with preference given to Transit
     Engine storage. If storage above the line is restricted it
     may be that the proportion allocated to T/E storage results
     in other report components running short on storage, with
     resulting S878 abends. This APAR reworks the allocation
     algorithm to give less weighting to the T/E storage
     allocation.
  
  2. Certain BMP transactions that did Fast Path processing were
     not being flushed in a timely manner, possibly resulting in
     T/E storage reaching its allocation limit and forcing
     unnecessary HWM processing. These transactions are now
     flushed when no longer required, and should no longer wait
     until HWM processing.
