  The problem occurs a when user attempts to assign security
  roles to users or groups.  It might also occur during any
  application update that causes the web services component to
  view or update an XML schema file.

  The problem code is org.apache.ws.commons.schema.SchemaBuilder
  class in org.apache.axis2.jar which does not explicitly close a
  schema file, which creates an intermittent timing problem.  The
  file eventually gets closed by a Java garbage collection.
  

Problem conclusion

• The axis2 code is now updated to explicitly close the file.
  
  The fix for this APAR is targeted for inclusion in fix pack
  8.5.5.20 and 9.0.5.9.
