Error description

• When compiling with OFFSET and OPT(1/2), the offset table is
  currently built with a single entry for each line number, sorted
  by offset.
  
  But the compiler may generate more than one block of
  instructions per verb. As a result, the OFFSET output cannot
  reliably be used to find the verb at a given offset.

  With OPT(1|2), the compiler may generate more than one block of
  instructions for a COBOL verb. This can happen if that verb is
  in a PERFORMed paragraph that is inlined more than once, or if
  the compiler chooses to interleave instructions from multiple
  statements. The compiler's behaviour is correct and leads to
  better performance, but before this change the OFFSET output
  was  unreliable, as the offset of every instruction for a verb
  other than instructions in the first block will be nearest in
  the OFFSET output to the entry for some other verb.
  

Problem conclusion

• The compiler was changed to put an entry into the OFFSET output
  every time an instruction is generated for a different
  COBOL verb pair than the previous instruction.
