PH36595: CONNECTION WAIT TIMEOUT IS ACCOUNTED TWICE

• Closed as program error.

Error description

• When surge connection protection is enabled the debug for
  connection wait timeout is accounted twice, but connection
  timeout is being honored. In trace the doubled value is observed
  like this sample:

Problem conclusion

• The wait waited time is counted one time for the value
  prsenting the correct time waited when surge protecting is
  enabled.
  
  The fix for this APAR is targeted for inclusion in fix pack
