Error description

• When ORF reorganizes HALDB partitions, the rename of shadow data
  set can infrequently fail because of the following error:
  IDC3028I DATA SET IN USE

  When reorganizing HALDB partitions, an ENQ on shadow data set
  obtained by the Apply subtask could be infrequently left until
  the Takeover phase, which would cause the rename of shadow data
  set to fail.
  

Problem conclusion

• Code has been changed so that ORF explicitly releases the ENQs
  on shadow data sets before starting the Takeover phase.
