Error description

• NOTIFY.REORG command fails if IMS Managed ACB is enabled and
  there is a DBD change that involves adding a data set group.
  It corresponds by specifying the new STAGING option on the
  NOTIFY.REORG command provided by IMS APAR PH17441.

  * PROBLEM DESCRIPTION: NOTIFY.REORG command fails if IMS       *
  *                      Managed ACB is enabled and there is a   *
  *                      DBD change that involves adding a data  *
  *                      set group.                              *
  ****************************************************************
  * RECOMMENDATION: Apply the maintenance for this APAR.         *
  ****************************************************************
  If IMS Managed ACB is enabled and there is a DBD change that
  involves adding a data set group, the NOTIFY.REORG command fails
  and the HP Load issues HPSR3736E and ends with ABENDU3736.
  
  And, this APAR fixes ABEND0C4 or ABENDU3690 which occurs when
  all of the following conditions are met:
  - IMS V15
  - HALDB/OSAM
  - ILDSBLD=YES,DSPR is available
  - there is no ILE target segment in a certain HALDB partition
  Because HP Load refers to the wrong internal control block
  during the ILDS initialization process.
  

Problem conclusion

• HP Load has been modified to specify the STAGING option on the
  NOTIFY.REORG command provided by IMS APAR PH17441.
  
  And, HP Load has been modified to reference the internal control
  block correctly.
  
  Documentation Changes:
  The IBM IMS High Performance Load for z/OS User's Guide Version
  2 Release 1 Suffix 8 (SC18-9222-08) should be changed. You can
