  CICS PA does not honour filtering when doing region mass update
  of both Personal and Shared System Definitions.
  

Problem conclusion

• CICS PA has been changed in order to provide the ability  to
  select all CICS System Definitions that meet the filtering
  requirements by selecting Mass_Update in the action bar or
  entering S * U on the command line.
