Error description
When a cancel is issued, the job scheduler marks the status of the in the JOBSTATUS to CANCEL_PENDING. It then sends a notification to the endpoint server to cancel the job. The endpoint receives/processes the cancel request and if it can be cancelled (i.e. still running) updates the status of the job in LOCALJOBSTATUS to RESTARTABLE (for example). It then sends a notification to the job scheduler that it has updated its status. When the job scheduler receives that status update, it then marks its status in JOBSTATUS to RESTARTABLE. If the job is completed by the time the endpoint receives this notification, there is no cancel that can happen so the job will appear as CANCEL_PENDING on the job scheduler

It then sends a notification to the job scheduler that it has updated its status. When the job scheduler receives that status update, it then marks the status in the JOBSTATUS table to RESTARTABLE. If the job is no longer running by the time the endpoint receives this notification, the job will remain seen as CANCEL_PENDING on the job scheduler until the server is restarted.
Problem conclusion
A code update has been made in the cancel processing on the batch endpoint server. If a job has completed on the endpoint when a cancel command is received, a job status update will be sent to the Job Scheduler that issued the cancel so that the job will no longer remain in cancel pending state. The fix for this APAR is targeted for inclusion in fix pack 9.0.5.9 and 8.5.5.21.
