Error description

• When CM Batch option USE_DEFER_YES is set to 'Y', a REBUILD
  INDEX statement is generated in the run job even when the
  table and index have only just been created in the same job.

  An index created for a new table should
  not be rebuilt even if USE_DEFER_YES=Y,
  as this is not necessary. Indexes created
  with DEFER YES should be rebuilt only if
  the table already exists.
