Error description

• When issuing line command AL on panel ADB21T against a temporal
  table, ALTER TABLE option ADD COLUMN is not enabled on
  subsequent panel ADB21TA, even though Db2 allows 'ALTER TABLE
  ADD COLUMN' against a temporal table, and automatically adds the
  column to the history table.

  table, so this APAR removes this restriction on panel ADB21TA.
