PH34836: UNEXPECTED HA FAILOVER TRIGGERED IF THE FAILOVER CONTROLLER CANNOT CONTACT ZOOKEEPER

Error description

  • It is possible to experience a false positive if the
    failover controller is not able to contact Zookeeper, which
    results in an unexpected and unwanted HA failover.
    
    This fix will add some logic to the failover controller to
    double check the HADR state using db2pd -hadr and if the state
    is CONNECTED then do not failover. This is for
    automated failovers only; user initiated failovers
    would proceed as expected.
