Error description

• When the objects do not exist on the target, trying to ACTIVATE
  COLUMN ACCESS CONTROL and/or ROW ACCESS CONTROL from the source
  side will result in a WSL that does not contain the ALTER TABLE
  statement.

  COLUMN ACCESS CONTROL / ROW ACCESS CONTROL statement.
